How to create a new account in CVS?

How to create a new account in CVS? I just installed a CVS client. If
I want to do in local machine, i should install CVS server too? any
good pointers?

CVS client and server is one in the same program. Your CVS
accounts are your user accounts. Do a...

cvs --version

and if you get the appropriate response, your client is
talking to the server.
